I am curious if the percentage of kids receiving Tier 2 and 3 interventions for Letter ID/Phonics/Phonological Awareness has decreased since the adoption of UFLI.

Grade 2 would start at the recommended scope and sequence point at the beginning of the year. What happens to learners who enter grade 2 with minimal or no English? I know they will get tier 3 support. But would it be super confusing IF such learners are learning beginning consonants in tier 3 but the grade-level is doing r-controlled vowels in the phonics lesson in the homeroom? Will the affective filter be too high for such learners during the homeroom phonics time?
