It shows respect for others aswell, since it's human nature to want to speak and be heard. Aswell if you think about what your saying first, you may prevent yourself from saying something offensive, unconstructive or unhelpful. Concerning the smiling, it's a fact that Laughter and smiling break down barriers to communication which connects with the "talk less". But smiling also means enjoying what you have, worrying less and being grateful. The last part of the quote is probably an advice on how to prevent making yourself enemies or saying things/your opinion in the presence of people who might not appreciate it.
