The soft layer is thin. It almost seems as if it is made out of sheep skin when you observe and touch the texture. It does this most effectively by communicating the evenly saturated dull brown background with a well saturated light blue typography behind the models. 
The intense colour contrast heightens the firm, strong and beautiful expressions on their faces. Therefore highlighting the overall message of the magazine cover.
The cover is mostly balanced due to the abundance of dull colours that have been used. Couple that with the black dresses that the models are wearing and immediately you are bound to pay attention to what is being conveyed. That is the effect of the tone. It is the seriousness it creates.

The grey used in the background has a dull value therefore it creates a strong and serious mood. Therefore it creates the tone for what it means to be a mother.
The violet colour used for the typography is excentuated by the grey and forms the aura of royalty and importance. That inadvertently helps her pose and posture to communicate her importance and importamt role. 
The violet and light blue are analogous hues and work to create a pleasant balance with the colours.

The story has been properly conveyed by the usage of the dark tones. Never mind the altered skin tones. It is what is meant to communicate. It is symbolic and the seriousness of the mood coupled with the physical expressions further enhances the message.

The ongoing debates and arguments over this cover is further evidence of its effectiveness.
Thats why I chose the Feb cover.
