Elb: DuriNg period of Franco-Prussian war, the balance of power in Europe was upset when a powerful new state, Germany, was created in 1871. The creation of Germany was an important trigger for a new wave of colonies action as Germany was keen to grow its empire overseas
Ex: other European powers feared Germany would colonies the SEA territories ahead of them, and deny them access to raw materials and new market. The other Europeans tried to extend and secure influence through colonisation.

Ex: sometimes local officials went beyond the instructions of their superiors in Europe. They intervened in locals affairs before reporting to their officials. This was due partly to the telecommunications being slow.
