         <description><![CDATA[<p>Groups of high ranking or important men were rounded up and arrested into camps across the Netherlands by German soldiers. They were kept captive here for almost an entire year as an insurance policy for the rebels not to come any further to the border. This didn't work however as the rebels actions continued and on this day the German soliders executed 8 innocent men. This causes wide spread panic as they were previously considered an Ally of Germany. Turning them against them. (Kelly)</p>]]></description>

France, believing that Germany was refusing to make the payment instead of being unable to, partnered with Belgium and sent troops to confiscate industrial goods as reparations in Germany's industrial area, the Ruhr Valley, which is fundamental to their economy. In response, Germany encouraged a general strike for workers across the country to stop working while the German government continued to print money to pay their wages.
