Reverend Hale, a visitor in the town, had already heard of her good reputation before meeting her. She represents the morals and virtuous behavior that is expected in Salem. She is an active part of the Church and is considered very religious, an important part of your character in this town. 

"She is calm and has a calming effect on Betty, who quiets down in her presence; the voice of reason, she uses past experience rather than emotion and rumor to think about the girl's illness" (522-530). 

Based on this quotation and indirect and direct characterization of the character, Rebecca should lead the witch investigation with her calm demeanor and good moral standings.I predict Rebecca Nurse will be able to use her extremely positive, devout, and exemplary reputation to have a lot of influence in Salem, making her the most powerful character.
