-"the cogs and wheels" he is thinking like a clock maker and feeling himself put the gears into place like he was taught by his father. He is putting the wheels together to tell Isabel about his father. 
-Hugo is reliving his past when all of the drawings go up in the air and he sees the film that his father loved as a child. It really is one big metaphor for the trouble that he is in.
