The BELA Bill by Shariffa Chetty

What are some of your views/opinions on the Basic Education Laws Amendment (BELA) Bill? That aims to make a host of changes to SA schools. Such as giving the government the final say over language policies, admissions, and curriculum policies. It also aims at implementing a new compulsory school starting age, clarifying and formalizing aspects of home education as well as the financial administration of schools. Most of these changes are set to apply to ALL schooling systems in SA.

This is one of the new amendments they want to make. I think that children should still be allowed to be children. I do see the idea that it prepares children for grade 1 by teaching them core skills earlier, but I do believe that we are taking aways some of the other crucial skills - learning through play, etc.

This is something that I believe is very important. However, we already struggle in South Africa to ensure the general safety of our people. This would simply be another task on a very long list. The other problem is that a lot of students run their households and do not have any parents or legal guardians. We also have the issue of schools in some rural areas in South Africa - in some places there are none...

Curriculum is also not something that is developed overnight. It needs to be part of a larger conversation with various stakeholders - who actually spend their time in a classroom.

I do understand that parents who don’t take their children to school should be held accountable for their acts but can’t we find alternative ways of dealing with such parents? Most of these parents are bread winners and single parents,if they go to jail for like 12 months, who will be taking care of kids? Isn’t this going to bring more damage to the kids than serving its purpose? Can’t a parent do community service as a punishment maybe, in that way atleast such children will still be living with their parents unlike when they are in jail where they don’t see them at all.

For me, school is more like a church, they are both dignified. If we give schools licences to sell alcohol, how are we going to discipline learners who are on drugs? Can’t we find alternatives of raising funds other than alcohol? What kind of examples are we setting?

With the state that the Early Childhood Development sector is in this problem will just create another problem. We need to allow children to be children for the longest possible time and young children especially learn through play. What will these school starting grade R classrooms and lessons look like? How will officially starting school in grade R benefit our children? We push our children to be so busy from an early age, not teaching them to cut off and de-stress, decompress, then we wonder why our children display symptoms of overload and anxiety. Let us rather keep the children under less pressure for as long as we can.

Advancing faster and faster into a technological age, we tend to lose a lot of our morals, principles and ethics. Some of these changes or drops are great and some are not. A school is a place of learning, respect, inclusion and community. I believe that we will be moving in the wrong direction if we pass this bill. Schools should engender authority, safety, communication, professionalism and accountability. How can we do that if we allow alcohol to be sold and consumed on the premises we are teaching our young? Is that how we teach them to be responsible, well-adjusted people? We the consequences of selling and consuming alcohol, people get ugly and uncontrollable. Who then is going to police the events that alcohol is being sold at, the teachers or the parents?

This doesn't make sense. A government department head cannot have power over policies and the curriculum at an individual school. They do not work in that community in that environment, they do not know and understand the struggle the learners and teachers are going through and they are not in the classroom. They cannot say what a school can and cannot put in their policies or their curriculum. Most of those government department heads haven't even been in a classroom let alone taught.
