         <description><![CDATA[<div>1890s- You could buy drugs and syringes out of catalogs<br>1890- The first federal tax on morphine and opium took place<br>1909- You are not allowed to posses, import, and use opium unless for medical use. &nbsp;<br>1914- The Harrison Act was passed and regulated and taxed the production, importation, and distribution of opiates and cocaine<br>1919- 18th Amendment was ratified banning the manufacture, transportation, or sale of alcohol. (21st amendment repealed it)&nbsp; Also passed the Volstead Act which created the untouchables&nbsp;<br>1937- The Marijuana Tax act was passed. It did not criminalize possession but created hefty penalties for those who did not pay their taxes<br>1970- The Control Substances Act was passed, regulating certain drugs.&nbsp; Made 5 schedules to classify drugs.&nbsp; Schedule 1 drug is heroin.<br>1971- Declared a War on Drugs.&nbsp;<br>1973- The Drug Enforcement Administration was created</div>]]></description>

         <description><![CDATA[<div>Jimmy Carter ran his campaign to decriminalize marijuana.&nbsp; In his first year, the senate Judiciary Committee voted to decriminalize up to one ounce of marijuana.<br><br>Ronald Reagan reinforced and expanded the War on Drugs.  The "Just Say No" campaign was an effort to educate on the dangers of drug use.  His efforts led to an increase in incarcerations for nonviolent drug crimes.  The Anti-Drug Abuse Act was passed and established mandatory minimum prison sentences for certain drug offenses.  </div>]]></description>

         <description><![CDATA[<div>-The number of overdose deaths reached 64,000 people in 2016<br>-The number of these deaths reached 52,404 in 2015 which is about 145 Americans per day<br>-Rural is the darker one, urban is lighter (see chart below).&nbsp; Death rates from overdoses in rural areas now outpace the rate in large metropolitan areas<br>-Opioids were involved in more than 61% of deaths from overdoses in 2016<br><br></div>]]></description>

         <title>NH, WV, NM Differences and Similarities</title>

         <description><![CDATA[<div>-In New Hampshire, drug deaths have skyrocketed.&nbsp; In 2014, 326 people died from an overdose of opioids (fentanyl is the most).  49th in recovery and treatment programs above Texas. &nbsp;<br>-In the Appalachia region, workplace injuries may be driving the rising addiction.&nbsp; There are a lot of blue collar workers, therefore injuries are common.&nbsp; Prescription painkillers are prescribed and people overdose on them.   They passed laws to stop misuse of painkillers so people turned to heroin.  West Virginia has the highest overdose death rate in the country<br>-The drug addiction in New Mexico is being passed to the next generation.&nbsp; Generational, affecting more affluent communities.  Heroin is mostly the problem there.&nbsp; New Mexico has had high death rates from Heroin overdoses since the 1990s.<br><br></div>]]></description>
