The major differences between democratic and authoritarian governments are they ways that legislation is passed. One reason may be because the people elect representatives to voice their opinions, which is a well functioning way to structure it. Another reason may be, that people know that their opinions are being heard and that they have some type of say in their government, their lawmakers, and the laws.
