Clearly, Jack (referred to as Merridew in this quote) has one of the key qualities of a leader : intimidation. While later in the book Ralph proves to be kinder, nicer, and generally more sane, Jack also proves to be more understanding of the community, making him more well liked. Actually, if Ralph hadn't had been the one to blow the conch in the first place, Jack most likely would've been voted chief. That’s when Jack decided that the should sit down. Right when we first meet Jack he was already lacking leader ship and doing things on his own behalf, until one of his group fainted he decided that they should stop.
