         <description><![CDATA[<p>The Prohibition Unit of the Bureau of Internal Revenue enforces prohibition. It is led by a commissioner established in washington with around 3,000-3,500 members in total. Prohibition stories are more fascinating than detective tales. People have been successfully smuggling alchohol from mexico and canada as it is near impossible to keep an eye on every part of the border. Bootlegger have large fleets of vehicles moving alchohol regularly through the borders to cities like St. Louis, Kansas, and Denver. There are many smugglers off the atlantic coast standing by at all times outside new york and new jersey. the boats carry the alchohol from the Bermudas and West Indies. The government cannot interfere as they  are outside the 3 mile limit at all times, allowing bootleggers to smuggle alchohol in under the cover of darkness and motor boats.</p>]]></description>
