They provided the tools they needed. 
The departments in the city were also supportive, probably because the city was supportive. 
This is a strength compared to where they used to be in the past. 
The biggest strength was that they have critical functions that they are in charge of daily, and they took a unique role in the EOC. They were able to keep the lowest rate of infected people in their department. They went over the top as far as managing their employees and they had the first testing capability.
