Problem: Why is it so difficult for American High School students to learn a foreign language?

According to the census bureau of 2007 20% of Americans;mostly immigrants and children of immigtants speak another language.

Since 1997 the precentages of elementary and middle school offerings of foreign language has dropped.

31% to 25% elementry level

75% to 58% middle school level

Question: How can we foster the importance of foriegn language and raise rigor at the high school level when this "natonal onslaught" as Professor Russe;; Berman Referes to it, against foreign language is in affect?

According to the 2006 European Commission Survey, 56% of Europeans speak another language .

28% speak two!
