         <description><![CDATA[<div>1. A military commander governed each district and had to register qualified voters (who were all adult African American men and those white southerners who did not support the rebellion).<br><br>2. The voters had to elect conventions to make new state constitutions which would have to have provisions for black suffrage. &nbsp; With new constitutions ratified by voters, they could set up new state governments. &nbsp;<br><br>3. Congress had to approve the state's constitution, and the legislature of the state had to ratify the 14th Amendment.&nbsp; When enough of the states did this and it was added to the Constitution, then the former rebellious states could come back into the Union. &nbsp;<br><br>4. For states that did not ratify new constitutions early on and accept the 14th Amendment, the 15th Amendment was also added and had to be ratified.<br><br>5. Also, Congress passed the Tenure of Office Act (forbade the president from removing civil officials without consent of the Senate) and the Command of the Army Act (prevented president from issuing military orders except through the commanding general of the army who could not be fired or put anywhere else without Congress agreeing) to make sure that President Johnson did not interfere with their plans.<br><br>6. Also, tried to get Supreme Court to not interfere with their plans. &nbsp;<br><br>7. Also, Congress impeached President Johnson and tried to remove him from office.<br><br>8. Established the Freedmen's Bureau to help freed African Americans (they eventually stopped this) and tried to give more land to African Americans (which also failed after a time).<br><br>9. Education was also improved for all people in the South (especially black people; still segregated schools though).</div>]]></description>

         <description><![CDATA[<div>Congress denied representatives from the former Confederate states their Congressional seats, passed the Civil Rights Act of 1866, and wrote the 14th Amendment to the Constitution, extending citizenship rights to African Americans and guaranteeing them equal protection of the laws. The 14th Amendment also reduced representation in Congress of any southern state that deprived African Americans of the vote.</div>]]></description>
