- Chief Commissioner - says his police force has done the best they can with the resources given to them via State Government.

- One solution - A three step plan:
1) Monitoring - build a data base of all gangs and rank them according to influence and danger. (important to include all small gangs, to catch them at an early stage, prevents the next phase of gang activity)
2) Policing - joint task forces, teaming federal with local, based in the crime hot spots, west and southeast of Melbourne. Funding should come from a state and federal level with contributions from the insurance industry. Unique combination of experience and knowledge to aim at gangs, make arrest and reduce community fear.
3) Prevention - create settlement services, to prevent young people entering gangs, invest in services working with young migrant (place them in same area as task force). 
Premier Daniel Andrews:
- adjusting court hours or bail processes is not enough
- he has said that using visa cancellation for people committing serious crimes and having a combined state and federal approach.
