Title provides its own context; the content does not necessarily support that he is in the station at all
3. Use of apparition has associations with spirits; is this a memory? Is he really there?

1) Yes. It is not descriptive. It is concise and does not make any grandiose declarations.
2) Every word has to count. This poem is so short that every word does. Pound also says to use either "no ornament or good ornament." By his measurement, the metaphor of faces as petals must be good ornament. He does not say more than he needs to about it. He writes his metaphor and does not need to go further. We may think there needs to be more to it to elaborate on the metaphor, but he unapologetically leaves it as self-explanatory.
