"A time to weep and a time to laugh" has a strong parallel to "a time of wailing and a time of dancing". Both halves of the pasuk speak of the cyclical nature of good times and bad times in our lives as human beings.

I think the pasuk is giving advice on how to be a quality human being. Serious things need to be treated with seriousness; going through a profound and deep experience without any real thinking or personal reflection will likely lessen the experiences's positive impact on you. So too, during lighthearted moments it is important to be easy-going to bring laughter and joy to your environment. You should be someone who can both laugh with your friends and feel their pain and cry with them when things are rough.
