Animals would provide food clothing and could be companions for hunting or just a pet if the person had the money.  The area might not have too much fossil fuel, but if they are able to survive with what they have there other places could eventually share or trade things required for using fossil fuels. Trading may be essential because in the ground there isn't that much fossil fuel but is fertile and has enough water in it for wells and agriculture.
