Then it witnessed a slight increase to 5% in 2010 before another decline  to 3% in 2011. The proportion of VIC was 7.4% in 2000 then the number decreased gentlely until reaching 5.7% in 2007 while  it dropped dramanticly  to 0.8% in 2009. Then it rose back to 2008's level in 2011 at 3%.<br><br></div>]]></description>
