If aspiration is to create a technology focus and assuming we will not significantly increase internal headcount we are going to have a frequent need to secure external resourcing. At the moment we only seem to tackle resource securement at a project level. This means we are constantly going round the Purchase loop in a silo'd approach. The most difficult parts to project delivery are often getting it off the ground - understanding what the customers needs (vs wants), good business / requirements design and then supporting them during user validation.
