The significance of this line is that it shows even the parent of a victim killed in a shooting does not want the shooter to receive the death penalty. Instead, he thinks that a life sentence in jail is a harsher punishment. This goes against what society would think the parent wants to happen--most people would think he would want the shooter to die.
