         <title>Previously Identified Root Causes: Science, ELA, and Math data indicates that during Tier 1 instruction, white students are demonstrating growth and/or stabilization while students in the subgroups (SPED, EL, Black, Hispanic) are declining or making unsatisfactory levels of progress. The “Why” protocols suggest that the delivery of instruction lacks appropriate alignment, differentiation and engagement strategies to address the variety of learner types. </title>
