But going back in the text and rereading it once more, I can infer that he has been living in an oppressed state much longer than Bruno has and throughout the years he's seen how terrible people have been being treated. His experiences within "Out-With" has had a great impact on his psyche, outweighing the memories of freedom outside of "Out-With". To him it feels like he's been there for a lifetime, he's waiting for the day he finally gets to be free again but is unsure of when or if it'll come. He could also be referring to anti-Semitism being present even before he arrived in "Out-With".

Being treated horribly, looked at differently, etc. It could also be that he had endured this kind of lifestyle for so long he can't remember life before. He knows he was raised here but only remembers it like this.
