State decision for the most part. I think it is great to make a basic and sound education a priority... although I'm a little confused on why that wasn't a priority beforehand. I think it is also great that they described what a basic education should be, and made it clear that the State of North Carolina is responsible for making sure every child receives this education, not local school districts. However it seems unfair that students aren't given the right to an equal education. And that was a unanimous decision. I do not believe that the decision between whether or not states should be providing adequate funding should be debated. States should be prioritizing education regardless. I believe every child should be entitled to the same education regardless of their race and economic status.  Children are only a product of their environment.  If they are not provided with adequate education then we are setting the next generation up for disaster.

State because its attempt to equalize education has essentially resulted in the state equivalent of No Child Left Behind. The refusal of the state to provide equal funding to schools has led to inequitable educational opportunities of students from low-income families living in impoverished counties. Students in lower income school districts reported higher student inadequacy ratings due to struggles derived from limited funding, which resulted in larger class sizes, lack of supplies, dated resources and textbooks, inexperienced teachers and poor work conditions. This ruling has inadvertently left these students at a disadvantage in comparison to students in wealthier school districts. This law must be revised to fulfill its intention.

I grew up in Robeson County and I personally went to one of the lowest funded schools in the county. I also moved to Union County, one of the wealthiest counties in North Carolina, when I was in High School and attended a top ranked school in the state. The differences in education were DRASTIC. I went from being one of the top 10% of my class to barely cracking the top 50% because of all the additional resources these schools had. They had technology I had never used, classes I was never exposed to, and sports and clubs my old school couldn't have dreamed about. I couldn't keep up with my fellow classmates who grew up in the wealthier schools. State decision because of the fact that no matter where you come from or your socioeconomic status, you still deserve a quality education. Students who are entering low income schools are being put at a disadvantage from day 1 and this should not be the case. Even from just bouncing from school to school for practicums I have seen the divide in instruction from lower income schools to higher income schools and it breaks my heart. Students at one school have laptops and iPads in the classroom meanwhile the other school doesn't have books for their students much less iPads for the class and this should not be the case.
