         <description><![CDATA[<div>Topic<br>Is ignorance the dicisive factor that cause the economic failure, the marjorty of arguments pointing the ignorance of leaders.<br><br>Overall arguments<br>Claim such as nations are poor because their rulers dont know how to make them rich, western leaders are better informed or better advised<br><br>Arguments<br>Killick argues that African governments had expert advice after independence while the majority of them still suffering poverty eventhought government know the correct way of allocating resources. However,&nbsp; a shoe factory was built in the middle of Ghana mile from the market, that means as long as the nations accepts free market, ignorance of populations will still have inappopurity allocation of resources occurs which might still lead to&nbsp; market failure while they have correct enviorment for investment. Therefore, either part of participle of nations can not bring success economy while other part are ignorance.</div>]]></description>

         <description><![CDATA[<div>For:<br>From this standpoint, ignorance is refer to an attitude of the country's leader. The quality's of the leader play a prominent role in leading the country towards an economic success or failure.<br><br>Evidence:<br>According to Killick (1978) based on his experience working as a government adviser to the first Ghanian President, (President Kwamen Nkrumah) states that the regime made a numerous of mistakes including developing inefficient state run industry. For example in the case of building the shoes factory that were built in the middle of Ghana despite the location of the Tannery (leather) and the market is close to each other and located in Accra further away from the shoes factory. In a matter of fact, these location is important in calculating the transportation cost that can be cut down if the shoes factory located in Accra.<br><br>Against:<br>However, it is important to consider that in democratic country leaders usually have their own political agenda and in certain case individual willing to do anything to make sure they are staying in their privilege position.<br><br>Evidence:<br>Killick (1978) mentions that sometimes it weren't ignorance in the case of African governments after all had expert advice after independence as the new leaders had to negotiate for political support to legitimize the undemocratic regime.&nbsp;</div>]]></description>
