Sub- 1 will be about- The goal of the foster care system.

Sub- 2 will be about- The pros and cons including the lack of education.

Sub- 3 will be about- Why the foster care system needs to do better & talk about neglect in the system.

Hook- The foster care system raises the kids poorly 70% of foster kids are put into prisons due to the lack of discipline. 7 Out of 10 foster girls are pregnant at the age of 21 staying/leaving the system which is a problem most of them aren't financially stable which puts more kids in the system.

Introducing topic- The foster care system goal is to place kids into nice suitable homes. But the system place kids into group homes because of the lack of room they have in the system & into unsafe homes who pay the most for the child.

Thesis- What the foster care system can do to reduce the abuse that goes on in the system is to pay workers more, do through background checks on families that want the child, & have high surveilance  in the system.
