Vanessa tells the doctor that if he wants, he can pay for Amy's time. He accepts, and Vanessa sees that he is not aging. Then she said that thought that all the  Time Lords were gone. It does the same thing with Andrew's watch.
When Amy and Andrew were free, the doctor tells Amy that the hugh glass sculpture was what sameera called liquidity fund. If it breaks, people would still owe vanessa their time if they have borrowed for her.
