It became a precedent, it became a rule and it was followed by many others in Western worlds the school system the hospitals or the internal revenue service they are all depend onprinciples of the modern bureaucracy<br>3. not  exactly  in bureaucracy，there must be a higher class and they made some rules tocontrol the individuals and suppress their personal feelingwhich might not be equivalent<br>4. Bureaucracy strengthens supervision and control over people's lives and other aspects, even threatening the traditional social family and religious belief, which will lead to social inequality and unstable political development, and eventually incarcerate individuals, just like in an iron cage</div>]]></description>

         <description><![CDATA[<div>1. Officials have gone to specialised educational institution. The rules are standardised and codified. Official re not allowed to improvise.<br><br>2. Because it is more fair, citizens enjoys more human right. Bureaucracies have a standard for people to follow.<br><br>3. Not at all. Rationality have more aspect comparing to bureaucracies.<br><br>4. The increase in rationalization will create a sort of 'iron cage' to limit individuals' by the social system.</div>]]></description>
