         <description><![CDATA[<p>The American people want a more powerful Congress, this is caused by an excess in the spirit of liberty, a difference in Congress, and a want of sufficient means at their disposal to answer the republic's needs, but the confederation needs to be changed because it is defective and needs to be altered. It gives the states individually too much influence in the affairs of the army and gives the power of the purse entirely to the state, needing this to be changed in order to fix the power of the Congress.</p>]]></description>

         <description><![CDATA[<p>The Confederation government is far too weak because the states have too much power. They are too protective of their authority and don't trust a central government. This makes Congress too indecisive, affecting their ability to control a powerful government slowly making them ineffective. Without enough resources and a controlled authority, they will force Congress to depend on the individual states for support. The military should be controlled only by Congress to ensure that it's effective and to prevent states from not taking the Union seriously. This will ensure that the US is strong and stable.</p>]]></description>

         <description><![CDATA[<p>The Letter "given no power to compel" by Robert Morris to John Hanson, criticizes the government under the articles of confederation for its inability to manage the nations debts and finances. It points out that the government cannot pay for it’s own debt, Which undermines trust both in other countries and in the nations. Morris highlights that while congress can request money from the states, it has no power to compel them to contribute, leaving the country with a lack of money, there isn’t much of an effort for the states to help as well, as no states have the necessary taxes to meet congress requests. Morris stresses the need for preventing wasteful spending and ensuring money is spent for the right reasons, but the system is broken because none the states are working together to do whats needed.</p>]]></description>

Washington believes that since the people will choose the congress members there will be no issues since that is what the people want. As long as the person chosen does their job properly and the right steps are taken, the U.S. will be successful.</p>]]></description>
