         <description><![CDATA[<p>Ms. Khan handed me the application papers for a 17-year-old applicant who applied for a Visa card. She instructed me to postpone his application until he turns 18 years old. She also provided me with the TD Bank policy. However, upon reviewing the policy, I realized that there is an exception allowing employed 17-year-olds to be eligible for a Visa card.</p><p>I can explain this exception to Ms. Khan — the applicant may qualify by completing a supplemental form that requires details about their employer, income, and the guarantor’s employment information. Once this form is completed, the applicant will meet the eligibility requirements to obtain the Visa card. I will contact the applicant to explain this process and ensure it is handled in accordance with TD Bank policy.</p>]]></description>

After reviewing TD Canada Trust and VISA Credit Card issuing policies specifically and legal regulations it is clear that Paolo does not meet the minimum age requirement to apply independently.</p>]]></description>
