         <description><![CDATA[<p>On the morning of<i> </i>August 29th, 2005<i> </i>hurricane Katrina struck the Gulf Coast. The hurricane hit fast and rough affecting the citizens and local government. In the past ten years, New Orleans has been hit by six hurricanes. So, you would think the government would have been better prepared. During Katrina, the local  government was responsible for the first 24 - 72 hours. After that it was their decision to call the federal government. Governor Katherine Babineaux Blanco declared a state of emergency in Louisiana on <i>August 26, 2005</i><b>. </b>The next day, she asked President Bush to declare a state of emergency on a federal level. During the hurricane, the local government was heavily criticized. The main reason being that  the levees failed. They should've build more stable levees because the ones destroyed during the storm were only build for a category 3 hurricane. Another major event that  occurred that the local government faced was Mayor Nagin waited until last minute to call for evacuation. </p>]]></description>

         <description><![CDATA[<p>The local governments preparation consisted of slackness. They knew that any failures of preparation would be on them.  The local government began preparing by building levees. New Orleans government ordered a mandatory evacuation.  But many people did not evacuate fast enough.  All railroads and plain flights were canceled before the storm because of the warning of the storm. Government officials closed all major highways. All transportation was closed for at least 3 days.  </p>]]></description>

         <description><![CDATA[<p>When Hurricane Katrina hit, it was the deadliest hurricane to ever hit the United States. Ever since Hurricane Katrina, peoples lives have changed. Most people are still cleaning up, today, from Hurricane Katrina. People are still suffering from damage. There are still people who are homeless. Some towns are ghost towns due to Hurricane Katrina.  Due to everyone who was not prepared, the damage was worse than it was to the people who were prepared.</p>]]></description>
