This is a women empowerment song, the speaker is Miley Cyrus and the audience is Liam Hemsworth, Mileys ex-husband.  They were married in 2018 and soon split not long after that in 2019.  The California Wild Fires wiped out the couples home late 2018 and Miley said '"lost everything'".  The song is used to express self-love, you don't need anyone to make you happy. When in a relationship, you also are trying not to forget to love yourself in the process.

The purpose of this song is it is supposed to prove to others that you don't need someone to make you happy, you are perfectly capable of loving yourself and treating yourself better than anyone else can.

She then says "paint my nails cherry red, match the roses that you left" symbolizing the growth from the past. Painting her nails red to give the reminder that she doesn't need anyone to make her happy.
