The ordinary system is for the employer to sell rice to the coolies at a fixed rate and deduct the price from their salaries. In theory, a coolie can buy food anywhere he wants. However, after paying his employer, the coolie may not have any money left, and in places that are more remote, there may be no shops within a reasonable distance. For coolies in good health and earning sufficient pay, and in easily accessible locations, we think that this system is satisfactory, and there is no reason that coolies do not have good that is good and cheap.
