The Quipu is a Incan device made to keep records, count army troops, count women and men and the Quipu was mostly used during the 1400-1500 time period.
So basically the Quipu keeps records, counts the Incan army and were also used to record tributes. And sometimes even important parts of story's they told.
That's what they used the Quipu for and did not need a language.

Quipu and how they work 2

The Quipu is s very complicated system and in this paragraph I will tell you how they used the Quipu and how it worked. The Quipu was made out of cotton/knotted wool and had many strings with knots and turns indicating numbers and telling a story.
A Quipu always has one main string that the rest of the strings hang off of called the main cord (i know its pretty boring!). The main cord would have cords called the subsidary cord hanging off and the subsidary cord would have more cords coming off of them and so on. A Quipu has knots that indicate numbers 0-9 and the placement stands for ones, tens, hundreds, thousands, ETC.

The 3 knots and how they worked/what they did. 3

A Quipu always had 3 knots. They each represent different number(s). The 3 knots were called the figure eight knot, the long knot, and the overhand knot. The figure eight knot represent the letter 1, (I know just one letter) the long knot represents 2-9 and it is a bit different from the rest. The long knot uses turns to count. A example is a long knot with 3 turns means the number 3. 4 turns means 4 and 5 means 5 ETC. You may be thinking "how did they count big numbers because you cannot have that many knots" but remember the placement the knots and strings were in indicates tens, hundreds, and thousands!. So you could have a long knot with 3 turns in the thousands place meaning 1003. You get it now?. Yes? Lets move on. The overhand knot only appears in the tens place and higher and works like the long knot. The amount of turns or knots means a number. Since the overhand knot can only be in the tens or higher say it was in the hundreds and had 3 turns that would mean 103. hat's how the knots worked and were used.
