The state of Arizona attempted to pass a law targeting illegal immigration, however, the Supreme Court determined that the majority of this new legislation overlapped with federal power (Cohen & Mears 2012). According to CNN, which quotes a member of the Supreme Court, "'The National Government has significant power to regulate immigration," Justice Anthony Kennedy wrote in the majority opinion. "Arizona may have understandable frustrations with the problems caused by illegal immigration while that process continues, but the State may not pursue policies that undermine federal law' (Cohen & Mears, 2012)."

Works Cited
1) Cohen, Tom, and Bill Mears. “Supreme Court mostly rejects Arizona immigration law; gov says 'heart' remains - CNNPolitics.” CNN, Cable News Network, 26 June 2012, www.cnn.com/2012/06/25/politics/scotus-arizona-law/.

It can be argued that the federal government has the power to create laws regarding immigration. Article I, Section 8, clause 4 of the U.S. Constitution states that the legislative branch of the federal government has the power to "establish an uniform rule of Naturalization." Justice Kennedy said of the Arizona v. United Sates case: "The Government of the United States has broad, undoubted power over the subject of immigration and the status of aliens. … This authority rests, in part, on the National Government’s constitutional power to 'establish an uniform Rule of Naturalization,' U. S. Const., Art. I, §8, cl. 4, and its inherent power as sovereign to control and conduct relations with foreign nations…."
Source: https://www.americanbar.org/publications/insights_on_law_andsociety/14/spring-2014/who-is-responsible-for-u-s--immigration-policy-.html

The United States argues that the power to regulate immigration is exclusively federal. The United States maintains that exclusively federal regulation of immigration is necessary because nation’s relations with aliens residing in its territory are intertwined with the United States’ relationships with other nations, and that it is crucial that the country presents a single policy on immigration. The United States contends that the Immigration and Nationality Act (“INA”), which thoroughly regulates the status of aliens, gave the Executive Branch the ability to exercise its full discretion.
https://www.law.cornell.edu/supct/cert/11-182
