The Somali Civil War is an ongoing civil war which is taking place in Somalia. It grew out of resistance to the military junta which was led by Siad Barre during the 1980s. From 1988 to 1990, the Somali Armed Forces began engaging in combat against various armed rebel groups.
The coast off Somalia was considered to be one of the most dangerous waters in the world due to the threat of pirates to finance the war of the rebels .
Started in 2008: Pirates hijacked more than 30 ships in Somalia.
In December 2008 soldiers and warships were sent to demonstrate the safety of ships on the Somali coast. The British and French warships were the first, and then the others followed.

Operation Atalanta, formally European Union Naval Force(EU NAVFOR) Somalia, is a current counter-piracy military operation at sea off the Horn of Africa and in the Western Indian Ocean, that is the first naval operation conducted by the EU. The operational headquarters is currently located at the Spanish Operation Headquarters (ESOHQ) at Naval Station Rota (NAVSTA Rota) in Spain.

Aims
It is part of a larger global action by the EU to prevent and combat acts of piracy in the Indien Ocean, and it is the first EU naval operation to be launched.

Under EU Council Joint Action 851, which is based on various UN resolutions, Operation ATALANTA:

Protects vessels of the World Food Programme (WFP), African Union Mission in Somalia (AMISOM) and other vulnerable shipping;
Deters and disrupts piracy and armed robbery at sea;
Monitors fishing activities off the coast of Somalia;
Supports other EU missions and international organisations working to strengthen maritime security and capacity in the region.

The idea of fighting against piracy at the coast of Somalia is good but it is not enough to only fight against it on the sea. The UN should mediate between the parties in Somalia to fight the reasons for piracy and not only its symptoms.

Due to the civil war in libya which got much media attention in spring 2011, many countries were pressured by the public to make moves. Over two weeks long many councils were held in order to find a solution for the Libyan problem.

-enforcement of a no-fly-Zone to prevent bombings on civilians or any other aircraft related attack
- enforcement of arms embargo in the Mediterranean seas, preventing transfer of arms or harmful equipment to reach Libya
- air and naval strikes against known counter nato bases

NATO made its member countries support its aims in any way; e.g. the U.S. supported by stationing F-16 fighter jets and Greece by allowing un membered forces to station at the military base in Souda bay

In conclusion the mission was a failure and destabilised the situation in lybia. The risk and level of provocation was to high. Also in Germany were parties like the linke which protestet against this mission.

- it´s a constant in rapidly changing security environment, giving NATO the capability to preserve the integrity of Alliance airspace in peacetime

- responsible to assure safety within the airspace of Nato
- need to be 24h 365 days a year on stand by
- if a suspicious aircraft ( aircraft not following international flight regulations and approaching allies' airspace) appears, Nato airplanes approach and identify it
--> provide safety and assure security
- also Nato nations without the necessary air capabilities get a standard of airspace security
- collective task agreed by all nations
