"Its administration favours the many instead of the few" - this means that they are using democracy.

"The freedom which we enjoy in our government extends also to our ordinary life" - this says that some have freedom. But in reality it was only for the men are free, and the women and slaves are not free to say their opinions.
 
"There, far from exercising a jealous surveillance over each other, we do not feel called upon to be angry with our neighbours" - they are peaceful and they do not hate each other.
