The government is mainly accountable for these events; the local government units should provide shelter and assistance to the victims. The government should release a patrol team around the barangay to rescue the trapped victims. Even so, the victims themselves should be responsible in case of a disaster. If they are always in a hazardous area, it is better to find a new displacement wherein there is a safer environment, or if they cannot, they should always have an emergency bag prepared so they can take it in just one snap if anything happens. Preparedness is better than cure.

The reason for all of this is that, unlike the provinces, where soil and trees can absorb water beneath them, Manila has a lot of structures like buildings and roads and is surrounded by cement. In addition, the city's drainage system becomes clogged due to the abundance of garbage throughout the city.

Due to the severe weather, heavy rain, and flooding that has afflicted many people, lessons are suspended every day for a total of one week without instruction. Therefore, the government or the local mayor should be in charge of this, or else they should decide whether to give supplies to those in need, support those who have lost loved ones, or assist those who need to evacuate to the closest evacuation center.

Of course, the government bears the most of the blame in cases like this. For example, they said that there would be no classes in the city, which forced them to convince a few mayors to make the announcement. This is crucial since it will prevent everyone from getting sick.

Regarding soil erosion in Cebu City, the homes closest to the mountain or at its base are most likely to be impacted. As such, the government and local authorities should be in charge of this issue and order an evacuation because the homes are dangerously close to the mountain.

We are constantly battered by typhoons like the most recent ones “Carina” and “Enteng”. Their effects were felt by many people in the island of Luzon. Many families were displaced and forced to evacuate and livelihoods were disrupted as a result of severe floods. These typhoons led to the severe flooding of many areas here in Marilao that caused injuries to residents and damage of property. Additionally, due to extreme levels of rainstorm and floods, our classes were suspended which hindered our learning progress.

While I believe both the government and the people have roles to play in lessening the harmful effects of disasters, I think the government should be the one held accountable for these. For decades, the people have been suffering from the effects of disasters but our government has yet to create effective policies to counter the worsening harm of disasters. The people in power are locked inside their comfortable homes while the common Filipinos are expected to bear the brunt of disasters such as floods, landslides, earthquakes and etc. We should have compassion and empathy to our fellow countrymen especially to those who don’t have the capacity to afford basic needs in times of disasters. Victim blaming should not be the path we take for this is exactly what our government wants, pointing fingers at each other while they remain in the sidelines.

1 month ago, we have experienced the typhoon “Carina”. It was a typhoon that shook everyone. It was a Super Typhoon that all of us didn’t expect. A strong typhoon that resulted in a lot of floods, loss of life and damage to properties. I remember this Typhoon as one of the unfortunate incidents to our church. During that time, we had just recently move to a new church location. We had set-up everything and everything seems nice but after 3 weeks, Typhoon Carina came. Most of our things are flooded. Our monitor speakers, 2 TVs, 2 amplifier, Sound Mixer, and many more have just been flooded. Some of those are fixable but some aren’t. We were forced to do only few instruments as we don’t have any amplifiers available at the time. It was a hard thing to experience as a son of a Pastor. I can literally see the sadness on my father’s face as some of the equipment that we have are just gone but we have managed to survive that. We have learned our lesson in these typhoons. We cannot just be comfortable just like our church location. We aren’t on the 2^nd floor now. We are on the 1^st floor. Nowadays, we always bring every equipment above the ground so that they do not got flood.

In the most recent weather in our country, an intensified rainy day have emerged due to the habagat as well as the upcoming Typhoon “Enteng”. Many areas in the country are experiencing floods. News about these areas is everywhere. I thought to myself “why is that so? Is it because the area they live in? is it because the people that build the place? Or is it because the government slow actions?”. While all of these seems the reason that they experience these kinds of disasters, I believe that the one’s who should be accountable in these kinds of situations are both the Government as well as the citizens. Why you ask? It’s because the people in the government are corrupt itself. The people in the government always think the economy and the money that will be used in rebuilding and improving the country. They always do think on what they could get out from the area. Money there, Authority here, tyranny everywhere. It’s always like that that’s why many people in the flood prone areas, landslide prone areas or disaster-prone areas are always harmed in the process. Now for the reason why the citizen should also be accountable even they are the victim is that they are being contented with how their place is without checking or giving a care whether they will experience a disaster. Some of them are always blaming the Government but that’s not how it works. If you had managed to improve your area, then this wouldn’t have happened.

To end this, I would like to say a couple of words. “Steady and Idle contradict with each other but if you change Idle to Industrious, then this country will Thrive.

When we know that the area we are in is prone to disasters, we should evacuate before a calamity strikes. One of the problems I see in people is that, for example, they know a storm is approaching, yet they still do nothing. No evacuation, no organizing of belongings, and no stockpiling of food and water. So when the disaster hits, they have nothing to save, not even themselves. Regarding our pets, when a disaster strikes and we cannot take them with us or rescue them, we should not tie them up so they have a chance to swim and save themselves.

Now, if you ask me who should be accountable for all of these? Government or Citizen? My answer to that is the same because we are all to blame for the disasters happening to us. We do not take care of the world that has been entrusted to us. As for the government, the only thing they can do is provide updates, rescue us, and offer assistance such as food, water, and safe places to stay. I know many people blame the government when disasters occur, but that is wrong because it is not their fault that this is happening to us. However, I also hope that the people's money is used properly to improve and fix the places in our country.

It's important that we are prepared and knowledgeable so that we can prevent disasters. "There's no harm in hoping for the best as long as you're prepared for the worst."

I think the reason because of so much flood is because of people's lack of discipline. All of us throwing garbage everywhere and everytime when we don't see a trash can. This is one of the reason why the canals are clogged and it doesn't do what it's supposed to do. Also the trees, the trees absorbs water so it can reduce the flood. Canals and trees are so essential when it comes to this kind of disaster.

In my opinion, the citizen is mainly accountable for this kind of event. We have brains and if we use our knowledge properly to avoid floods, it will never happen again and when it happens again it won't be as bad as before. In our place, the government already knows that there is always a flood when there is a heavy rain or typhoon because it is sometimes reported on the news and posted on Facebook but they  don't do any actions about this, they gives us a relief goods after or during a flood. They don't have a program to avoid floods, so we people must be accountable for this kind of natural phenomenon.

 That's why, for me, it's important that everyone learns about DRR, also known as disaster risk reduction, because once disaster strikes, everyone is prepared, and everyone already knows what to do once disaster strikes. Which is why I believe that every barangay should have an evacuation center that is far away enough from any buildings and other things that can cause disaster so that everyone knows where to go. I also believe that with the combination of effort by the government by not constructing buildings in the place where soil and trees are and the community by throwing their trash in the proper garbage disposal, we can rest assured that we can avoid experiencing severe flooding in our area. 

Disasters are powerful, it can destory anything in just one single blow. For this saying, transfering to a safer place when disaster occurs are one of the top priority. Be aware of your surroundings also look for evacuation zone. When it comes to your belongings, as much as possible put it at high place, or leave anything that isn't important when emegency happens. For pets, if you can't bring them at least remove their tie. Dogs can protect themselves and hide to a safe place, than being tied and can't do anything but to wait of their own death.

Now, who should be accountable for all of these? Government or Citizen? My answer is the Government. Individuals can protect themselves, and take steps to move to a safer place. But government has the resources and responsibility to lead their society. They have wider reach when it comes to audience, so providing an early warnings and alerts will notify people, so that they can prepare themselves. They have the responsibility to carry out such tasks, like having a evacuation routes to every area, shelters, and reliefs. They have the money to improve the country, yet they chose to not to. Resulting for poor buildings, areas. Of course the individuals play an important role too such as organizing local drills, cleaning community, following safety protocals and creating evacuation plans.

It is important for us to understand importance of preparedness and having knowledge about certain disaster. So than we can protect and save ourselves. " The best disaster response is to prevent the disaster in the first place"

That's why for me as a DRR student both the citizens and the government are accountable for this kind of disaster. The government is responsible for early warning alerts so people can prepare for the incoming disaster. They are also responsible for the fast response of rescuers because some people are trapped in the house and need help. While the citizens are responsible too for being insensitive to the environment, we can admit that people throw trash around and there is garbage everywhere we go on the roads and this is one of the reasons of floods.

As I end this, I just want to say that nobody is perfect in this world everyone makes a mistake, and neither government nor citizens is the same person. We just need to cooperate. Help the ones who need it and prepare more for future disasters.

The accountability for the damages caused by Bagyong Enteng can be examined from two perspectives: the government and the citizens. The government has to pay a huge share of responsibility when it comes to preparation and response. This can be achieved through adequate infrastructure, effective early warning systems, urban planning that is integrating the management of floods and other environmental threats, among others. Besides, government organizations must ensure a timely and smooth process of evacuation, provision of aid and infrastructure reconstruction. Negligence in governance is most likely to result in a higher impact of the natural disasters.

On the other hand, the involvement of the citizens cannot be neglected. Not only at the individual level but also at the community level, citizens can engage in activities such as following evacuation orders and volunteering in disaster response initiatives that can take the edge off the destructions. Moreover, public awareness and education about the methods and ways to survive through the disaster are the pillars to build resilience among people. Although the forefront duty of disaster management is in the hands of the government, the active and well-prepared citizens can immensely leverage the success of disaster response and recovery programs. In conclusion, the real answer to the troubles caused by typhoons like Bagyong Enteng is a combination of both state and personal responsibilities in an attempt to save the transparent and add to the fortitude of people.

As a disaster risk reduction student, citizens and the government must work together to manage calamities effectively. For example, during Typhoons Carina and Enteng, the government needed to prepare emergency plans and issue warnings, while everyone had to stay informed and follow safety protocols. Everyone needs to help each other in times of disaster, government provide resources and support, and citizens prepare and act responsibly. When both do their part, communities are better protected and more resilient against future disasters.

We, the highest form of animals, are now facing the effects of disaster and human behavior that has a significant effect on our lives, which stems from typhoons, and lack of attention and responsibility towards our environment by both the government and its citizens. But, we all know that the government holds the primary authority to address calamities and has a responsibility to both minimize risks and respond effectively.

Recently, we’ve experienced the devastating effects of typhoons Enteng and Carina. The cities are flooding, landslides are happening, and living things are dying at the time of the typhoons. Aside from the heavy rain, it is mainly the outcome of human activities such as deforestation, mining, improper garbage disposal, and more. The disaster's impact could’ve been decreased through appropriate environmental protection and with the effective counter of the government. Nonetheless, the capacity of our country to respond to such disasters is inadequate. The Philippines is highly susceptible to typhoons, and the damages it causes has been a recurring challenge for us over the years, yet the gaps are still unfilled. We continue to face a lack in relief goods, equipment, responding quickly, and even rescue personnels. It is the government's responsibility to resolve these problems in our community,  but they have not yet managed to resolve them. I therefore conclude that the government holds liability for addressing this issue. Their ultimate priority is to be able to anticipate the needs of our country. Enforcing stricter policies when it comes to proper garbage disposal, increasing recycling rates, organizing nationwide community clean-ups, and addressing the factors that cause climate change to get worse would greatly help.

As a Disaster Risk Reduction student, I believe it is crucial for everyone to understand the factors that influence our country's level of disaster risk considering that many are still uneducated and unaware about it. Without a clear understanding of the causes and potential impacts of disasters and without a unified effort between the government and the public, effectively reducing and managing the impacts of typhoons and other calamities becomes nearly impossible. Education, discipline, support, and consistency are the keys to building resilience and minimizing the effects of such events.

Although the government should be held accountable for these issues , the citizens must also take action to reduce the impact of disasters. It is important for everyone to be conscious of our environment, as we all live in it and will be affected by its condition. For the country to survive, grow, and thrive, cooperation between the people and the government is necessary. 

Now, who should be accountable for this disaster. Is it the government or the citizen? In my stand, it goes both ways. The government should help, rescue, and inform the public about the storm. Enforce the rescue team of the contingency plan and broadcast the PDRRMC about the duties and responsibilities for the people that first handedly experiencing the disaster. Especially, those who are in the Hazardous or vulnerable area. They must find a place to relocate for them to be safe. Also, the government must have a plan for the flooding not just in Bulacan but in the entire Philippines who experience flooding. The government must have an urban planning, proper waste segregation in every regions in the Philippines, educate the masses about 3'rs (Reuse, Reduce, Recycle) and not corrupt the money just for the sake or benefit for

their own sake. Furthermore, the role of the citizen is to be clean in the environment and take care of the nature and not litter elsewhere. As I say, the citizen must have a proper waste segregation and be knowledgeable in this cases. The citizen will also benefit if they know how to do this acts because it's for their own good.
