Here is also a link to the Oulunliikenne.  It's a website where you can look up bus times and track when a bus is going to arrive in real time!  It is the most accurate service out there, however, it can be somewhat difficult to navigate at first since you'll need to know the names of the bus stops:

3. Register as a new student. In order to do so, send an email to Academic Affairs Service Point: study.education@oulu.fi

Make sure the email contains your full name, date of birth, and receipt of paid Student Union membership fee.  

To pay for the OYY Student Union fee, which will be 85.50 euros this year, pay for it online at https://kide.app/en/
Search for #UniOulu2020
You can also pay it in person at the OYY Student Union office located at the campus.

4. Visit to Maistraatti (the local registry office in Oulu City Centre). It's important to do the above steps before Step 4.
