Not being able to collecct taxes was bad because congress could not pay for some thing they required and the states being able to refuse request did not help to make United States but independent states.

Not being able to pass laws would make it hard to control the states and the people's actions.

Not having an executive branch meant that there would be no President the run the country and there would be no Vice President neither a cabinet that ties into law making

Not having a judicial branch meant there could be no Supreme Court or other federal courts and also ties into the laws and having no one to verify the other branches decisions.

Not having a strong central government meant that with no central leadership it would be hard to control foreign affairs and having one legislature would mean
Not being able to regulate trade meant they could not make any agreements with foreign countries.

The Articles of Confederation failed because of its many weaknesses. The lack of branches in the government and the lack of the government made it unbalanced. Having that one branch of government did not give the United States any leadership and gave to much power to the states which also led the Articles to failure. The states needed a new constitution because the weaknesses made the governments power unbalanced and it made the people in the states unhappy.
