We as a team we decided that some rights are in the circle "sometimes" and "never".

What were the reasons for this? What do these decisions say about the universality of the UDHR?
"Supposedly" all the rights needs to be universal to all the people around the world, but that is not the case sadly, some rights are just followed sometimes or usually never by the people, and even governments around the world. A reason to justify this is by the simple reason if all rights were always used universally, there will not be any kind of violence, torture, no access to education, shelter, etc. Many people around the world aren't accepted by their culture, religion and even thoughts, that’s why we live in a world that even the people that should demonstrate respect and give the example (such as the government, leaders) are capable of not respecting the rights of their people.

We should be more aware that this is a problem, and even will not have the voice and action to make understand all the people of the world, we should start doing it only in our own surroundings and giving them the example to be better person to everyone no matter race, religion, culture, etc.
