 •Just one thing...
 
 An argument is, de facto, one of the many ways to persuade someone, but it's whorty to remember that the retoric (read: argument) itself has to be close to the divine logos to have full efect or be an at least an argument, like Aristotle once argued. This divine logos it's relacioned with truth.
 Personaly I think that Cicero did an excellent argument. His argument was that not only the argument has to be close to this "divine logos", but the person that will speak, for extense, to a crowd, he need not only logic on his side, but also something more, like eloquence. 
 Only to conclude, an argument is truly a great way to persuade someone, but it also have to be true.

 Once that both of the theories about the climat change made by the human action are theories, like their ethos indicate. Therefore, it's clear that the fact in the text is about the US consumption of electricity.
