This could have been the reason, because if you look at the map  from Document I, you can see where most of the accusers were. If you look, it is clear that most of the accusers were people living in the West. This is significant because in Document J it tells us that the West part of Salem is poorer and has less political say. This is one of the most likely causes because Ergot can appear at random, then disappear just as quickly.
