Cultural benefits of public libraries and role the library can play both leading up to the festival and during the festival.

This 2014 report from the State Library of Victoria discusses the (often unrecognised) activities and cultural benefits that public libraries provide and bring to communities in Victoria. It discusses cultural activities that are happening within Victorian libraries. It also discusses how Victorian public libraries are “significant ‘culture-making social entities’” (State Library of Victoria 2014, 8).

 

Particularly relevant excerpts from page 14 of the report are below:

Linking up; sharing resources; seeding community-driven cultural activities; undertaking various forms of outreach.

Libraries connect people with each other; they connect people with art, literature, ideas and many forms of creativity. They forge cultural links across precincts, communities and regions, and with other culture-making organisations and individuals. They induct new people into communities and help them navigate the social and cultural networks that promise a sense of belonging.

 

Interweaving different cultural groups; celebrating and nurturing diversity; stimulating cross-cultural conversation and understanding.

 Victoria’s public libraries have responded in imaginative and innovative ways to maintain and nurture Australia’s diverse, multicultural society. 

Libraries:

• promote and support diverse narratives, identities and heritage for a variety of new and established community groups

• curate Indigenous collections and host Indigenous storytelling

• welcome new arrivals, providing orientation information in English and an evolving range of other languages

• curate and disseminate LOTE (Languages other than English) collections, take part in multicultural festivals, and provide meeting spaces for community, local history and heritage groups.

1.              Active library members   

In 2016-17, 2.17 million people were members of Victorian public libraries. This represents 36% of the Victorian population. Of these, 0.99 million, or 16% of the Victorian population, borrowed a library collection item during 2016-17. This figure is lower than what has been previously reported for active library membership (1.03 million people and 17% in 2015-16). Many people who are library members do not borrow collection items (e.g. a family member may borrow for them), and many people who are not library members use the library to attend programs, use the computers and wifi, or use library spaces for work, study or relaxation.

2.              Attendance at library programs per ‘000 capita     

In 2016-17, an average of 325 people out of every thousand attended a cultural, literacy or skill development program at a Victorian public library. This is 3% higher than the 2015-16 result and continues a steady upward trend – up 32% on the 247 per thousand reported statewide in 2011-12. Library programs cater to the needs and interests of different population cohorts and include Story Time and Rhyme Time for children, school holiday programs for young readers, author talks and book clubs, digital literacy training, youth activities and cultural events.

Objective: From a library perspective I will be looking at encouraging inter-cultural communication and literacy,  promoting the festival to the general public, create interest in the South Sudanese culture and events to be held at the festival and promote services and resources the library can provide the South Sudanese community.  

Leading up to the festival:
1. Cross promote and advertise by displaying posters, flyers and images that are being created for the festival.
2. Have a link on the festival web page, created by Mel, to the library home page so the community can access information regarding services the library provides, as well as accessing the catalogue for the LOTE collection.  
3. Ensure the library homepage has a banner for the festival and a link to the festival web page to access further information regarding the program of events etc. including link to social media pages created by Renaye as well as the online media posts created by Amy.
4. Leading up to the festival, have a display in the library showcasing books, DVDs and music CDs;
• By South Sudanese authors, musicians, actors and directors 
• About South Sudan, including history, travel books, biographies
• Art books featuring artists to connect to Leanne's art exhibition and 
• Culinary books, to link with Katherine's focus
This will create interest and encourage the general public and community at large to attend the South Sudanese festival. 
5. Promote and encourage further literacy by developing the LOTE collection (for both adults and children) this will provide reading resources for the South Sudanese community.

Council’s Festival City Program promotes and cultivates the City of Maribyrnong as a vibrant, cosmopolitan City. The Program brings together and celebrates local cultures that enhance our reputation as a vibrant and creative city celebrating both the diversity and shared experiences of our communities.

1.      Have a booth within the festival, with flyers, bookmarks and brochures to hand out to further promote library services available to the South Sudanese community, such as:

2.      Provide an opportunity for the South Sudanese community to communicate their needs. 

3.      Set up a temporary borrowing station, for the community to join the library and start borrowing the collection and using resources straight away.
4.      Provide fun activities, such as face painting and story times, aimed at pre-school and primary school aged children, to tie into Olivia’s focus and to encourage awareness of the library as a friendly and welcoming place.
