One reformer was Jacob A. Riis, who was a former immigrant himself, and decided to write and take photos for his book: How the Other Half Lives, about people in poverty.

Another reformer was Jane Addams. She formed Hull House for the poor, a settlement very well known.

Back then, the majority of the poor were immigrants. Today, the immigrant poverty improved, but now the south is mostly in poverty. Although, the basic needs and infrastructure is still a situation for people in poverty.
