Maybe the "Hanged Men" is a reference to the killers of the cutter family being hanged. The quote might represent how little mercy and remorse they had for their crimes. I think this was included to prep the reader for a emotional response. The reason I say "possibly" is because us as the readers don't know if the Cutters did something that might have fueled their killings. I think the author also just wanted the readers to build up some kind of understanding of the family so we can have a bit more of emotions and empathy when they were killed.

It shows that he is a very dangerous person because he could snap any moment. He also seems like a very logical person so he'll calculate every possible outcome.

I predict the future sections will show the gap that the Clutters murders leave in the community, and possibly them even trying to fill the gap with something new.
