The are other modes on the dial such as M(manual), P(program), A(automatic). 
 When the shutter speed changes, the quality of the photo changes with it. The faster the shutter speed, the higher the shutter speed, the less light that can go into the lens but the more movement is captured at the same time. When the shutter speed is lower, the more light that can come in to the lens, but the photo becomes softer, or more blurry as some would say.
 You may want to use shutter as a priority if you are maybe at a sport even or anything that is live action and fast paced.
