This is because we wash clothes that are made of tiny strands of plastic. Thus, when these clothes are washed , the fabrics are being pulled loose and tiny microfibres fall out. 
As washing machines typically do not have a filter, everything that falls off our clothes are being washed down the drain. The water may be processed into a treatment plant but the filters are often too large to stop them from passing through and flowing to a discharge point at a nearby marine habitat thus reaching the ocean
