It is the responsibility of the governments to preserve special rights of indigenous people through the constitution of special laws allocated to aforementioned people. Abiding by communitarian ethics, governments are to make reparations for the past colonization of the aboriginal people, as well as acknowledging the wrongdoings of the Europeans by classifying these acts as morally wrong, relating to deontological ethics. 

By imposing laws to protect the rights of indigenous people, it is ensured the same mistakes will not be repeated in the future and other cultures won't be damaged as a result of colonization. This benefits everyone since not only indigenous people will be protected but also other cultures at risk of disappearing. Religious and traditional values are sacred to the indigenous people, and to preserve them allows for these notions to live on into future generations.

In regards to the question, we disagreed to a great extent. A country should not have complete power over the decision on the adhesion of another country to a bloc or a group that they are already part of. This is because under no circumstance should a country have the power to control what another country chooses to do because each country has their own government and people of authority. One country’s government shouldn’t have the right to overpower another government and decide what is best for that country. Evidence of this is the war between Russia and Ukraine which started last year and is ongoing. When Russia invaded Ukraine to take control, they violated countless human rights which goes against moral values and is a direct example of the consequences that come when a more powerful group affiliates with them. Although it may not be ethical to utilize power to be the deciding factor for a country, it sometimes may be more beneficial for the economy or people to have a country who is more powerful and more knowledgeable to make certain decisions for a country.

 Morally responsible or not, is a complex question that requires the consideration of a wide range of perspectives. Perspective changes from person to person, everyone has their own definition of ethics and morals. A morally correct act for one, might be morally incorrect for others. For example if a superior officer orders a soldier to commit an illegal act, a soldier's beliefs may either be in that power difference or in the law. With regards, a virtuous perspective shall be adopted as it allows the individual to follow their own will and mind rather than following the moral opinions and perspectives of others, which again may either be to help oneself or other fellow humans as well. This ensures the diversity of minds and respect the responsibility and power of different types of people. Moral responsibility in the fact that one must serve a moral basis, is subjective in and of itself, since morality is defined and perceived differently by everyone.
